Can i use this for donkey hoof trimming?

They could but I don't know if they open far enough to insert hoof.

Can it cut a tile?

It can work as a tile nipper, and I have done so, but if you have many cuts it will be more difficult than a true tile nipper, because you will have to spread the handles further apart to open the end cutting plier far enough to bite the tile. If you already have one of these than you can use it, but if you are buying it to cut tile, it isn't your best choice.

Can this cut thick 14 gauge steel wire?

Easily.
